Phase 2 Rate Changes
For most customers, any bill impact is expected to be small.
These updates only affect distribution charges—the cost of delivering natural gas to your property.
They do not affect:
- The cost of natural gas itself
- Administrative charges
- Transportation charges
- Franchise fees
- Other applicable riders
“Rate class” is the term used to describe the customer rate category assigned based on annual natural gas consumption.
Customers with similar natural gas usage levels are grouped together to support the administration of distribution rates.
We periodically review our rate structure and customer usage information to make sure they continue to reflect how our customers use natural gas. As part of the latest review, we updated the usage thresholds used to determine customer rate categories so they better reflect how natural gas is being used across our system today.
Effective August 1, 2026:
| Rate Class | New Annual Usage Threshold |
|---|---|
| Rate 1: Small General Service | Under 4,000 GJs per year |
| Rate 2: Large General Service | More than 4,000 GJs per year |
| Rate 3: Demand - Optional | More than 13,000 GJs per year |
| Rate 4: Irrigation Pumping | Available only to customers for the use of natural gas as a fuel for engines pumping irrigation water between April 1 and October 31. |
The most significant change is to annual usage thresholds of each rate category. We want to make sure that our rates remain fair for all our customers, and no one is paying more than they should, based on how they use our distribution system.
Another change is Rate 2 is no longer optional; if your usage is more than 4,000 GJ’s annually the rate class update to reflect. This will ensure you have the best possible rate based on your annual usage.
Irrigation customers are going to be harmonized with Rate 1. Irrigation sites will continue not to bill between November 1 – March 31 annually.
We review two full years of natural gas usage history to determine the rate category that best reflects your consumption.
For the August 2026 update, we used usage information from 2024 and 2025.
If your rate category is changing, we will contact you directly.
Beginning August 1, 2026, your new rate category will also appear on your natural gas bill.
Irrigation customers will move to a rate structure that matches Rate 1 customers.
During irrigation season (April 1 to October 31), irrigation customers will pay the same distribution rates as Rate 1 customers.
The updated rate classes and distribution charges take effect on August 1, 2026.
We review customer usage regularly to ensure customers remain in the rate category that best reflects their consumption.
If a future change affects you, we will let you know.
